The right paint system for Chula Vista homes

There are effectively two Chula Vistas to paint. East of the 805 the houses are newer and the constraint is paperwork — master-planned communities like EastLake and Otay Ranch require written architectural approval before you repaint, even in the colour you already have. West of the 805 the stock is older, much of it pre-1978, so the constraint is lead-safe prep instead.

Chula Vista sits inland of the bay but still catches coastal influence, so exteriors here age by sun rather than salt. South- and west-facing walls chalk first, which is why exterior painting is the job this city asks us for more than any other. Newer east-side stucco holds paint well once it is properly prepped; older west-side stucco usually needs its cracks opened, patched and primed before a drop of colour goes on.

If your home is in a master-planned east-side community, approval comes before paint. The EastLake III Community Association's architectural process requires written approval for any exterior colour change — and states plainly that approval is required even if the finish colour is to be the same as the original. A complete submission runs to five physical colour swatches, each labelled with the part of the house it applies to, a photograph of the current scheme, and, if you are changing colours, photographs of the homes to the left, the right and directly across the street so you do not end up matching a neighbour. Otay Ranch villages run their own CC&Rs on the same principle. We prepare that package as part of the quote, because a repaint that starts before approval is a repaint that can be ordered undone.

West of the 805 the age of the house changes the method. A large share of the older west-side stock predates 1978, which puts any sanding or scraping that disturbs old paint under the EPA's Lead-Safe Renovation rules. Our crews are EPA Lead-Safe Certified, so prep on those homes involves containment, wet sanding and a controlled cleanup. It looks slower than a modern tract repaint because it is, and that is the correct way to do it.

Bonita and the older Terra Nova pockets bring a third condition: mature trees and real shade. North-facing walls under canopy hold moisture long enough for mildew to establish in the film, and washing alone does not fix it — the spores sit in the surface. Those elevations get treated and primed with a mildew-resistant system rather than simply recoated, otherwise the staining returns through the new paint within a season.

Third Avenue and the commercial frontage are a different job to a house. Storefronts take foot traffic, roll-up doors, signage and the occasional tag, so they need finishes that can be cleaned and spot-repaired without flashing a patch. We schedule that work around trading hours, because a shopfront closed for two days costs the owner more than the paint ever did.
